I believe that you inherent hose leases and are obligated to fulfill them.

If she is not ready to fulfill your needs I would terminate the agreement and start the search for a new agent. 

I would not call that positive ROI, since I don't see how you can calculate a positive ROI with a negative cash flow (unless you factor in property appreciation or other yet to be fulfilled promise or subjective idea).

If they agreed to the sale price and they signed an amendment in concordance with an inspection report within the dates and times of an inspection contingency to do the repairs, then they must fulfill that contract. 

I say no to many potential tenants untill they fulfill criterias of credit, job income, crime, and references.

As Andy points out, is it smart to get into a financial arrangement with someone that already demonstrated they could not fulfill their contractual agreements?

I think those things would last much longer and bring them more happiness and fulfillment than anything material that I could pass down to them.
