I can try to give you some pointers but the main one is to hit the streets, pound the pavement and put in the work. 

Since this is a condo which means that essentially all exterior maintenance is a shared expense, it is critical to know how many years life remain for big ticket items such as the roofs, paint and pavement.

You just have to pound the pavement and start talking to people.

Just wanted to provide a little inspiration that there is still money in metro CA if you're willing to pound the pavement to find them, then make 'em your own!

These buyers don't need to make a profit on their rehab and Cache Valley is DIY central.If you are intent on finding something here, you need to work your network or get out and pound the pavement. 

I reached out to a local roofing contractor (Supreme Remodeling Inc.) and got a quote that was $15-25K for Asphalt Shingle and $25K and up for Tile for a 1,450 sq.ft SFH.

Some other costs were like exterior building paint, asphalt etc. which we could have skipped but exterior is what prospective tenants see first, so it become essential to take care of it to bump up the rents...

The streets in 75% of the subdivision are not finnished with the top coat of pavement, and I have been told that they will not until the whole subdivision is at least 80% compleete.
