I think your NAR quote is probably right as we weren't developing from 2008 to 2011, but it probably applies more to select markets where there's been less building recently (strict building codes/difficult to develop/geographically constrained) ...

You should also select a local and experienced Team full of professionals that will help on doing things that you need help on or do not know.The primary Team members are typically Attornies, real estate Agents, CPA's ( or accountants), Inspectors, General Contractors, and Handymen.

Ask for references, interview couple different providers and then select one you like the most.

@Jeff Green As @Aaron Cullen mentioned, that area can be spotty and you need to be very selective.  

If you have or want to start with financing get a pre-approved loan letter that states how soon they can close and your maximum amount you can borrow from them.Know the market you select well and it's best locations.
