If you believe the tenant is doing the first thing (tampering with the panel/meter), that's a serious fire and safety hazard and you should immediately go inspect the panel and meter at your property to make sure neither appear tampered with.

If you can pull equity out and the numbers still look good that will get you there a little faster but always make sure you have a safety margin
