Buying debt with your own money and holding a portfolio is an investment activity and you'll have exemptions available on the regulatory side.Acting like you're dealing in stocks and bonds, churning accounts, buying and immediately selling is a brokerage activity, not investing, it becomes a business enterprise more than an investing tactic.

Also, if you're doing a buy and hold in Detroit proper, there are some somewhat unique regulatory requirements that they don't have in some of the surrounding communities.
