Then look at places where you can buy those properties, and last investigate with HUD what is the section 8 rental in those areas.In that way, you will collect a lot of knowledge in the process.

Let's say I want too go out and network where would I find investors and lender's that can help with the first down payment on a property and is there any events that has REI and CREI.

If they are willing to help, you can tell them that they can advertise the property in places that you are not; to help you find a tenant.
