I suppose there isn't much harm in skimming a little off the top if you're looking to put the cash to good use, but otherwise paying tax on a large portion of the proceeds kind of defeats the purpose of the 1031 exchange.

Leave it up to the consumer to choose if they want to use a licensed service provider or an unlicensed one.That said, some things should be a necessity for licensing such as builders, electrical, AC, things that could cause harm to others if people hired unlicensed and unmonitored service providers.

Of course, it can also be argued that you are facilitating asale of a short sale and as long as the seller is not being harmed, you can claim, you are acting in the best interests of the beneficiary.
