I would focus your search in Delaware or Montgomery county as you will have better luck finding something of those parameters in the suburbs.

The rental is a 4 bedroom and I’ve chosen to go the route of de-leading the unit (peace of mind, marginal return on investment, and tax credit).anybody who has experience with this in the past if you could provide some clarity, is there a state program that will provide some sort of kick back reimbursement?

Many capex items are less than the $2,500 de minimis safe harbor and can go below NOI on the P&L (and get fully deducted on your tax return but not included in the property NOI for performance or lending purposes).Hope this helps.
