It sounds like you are placing into service as a rental a house that was previously a personal residence.Your basis is purchase price + improvements made to the house from purchase to the time it was converted into a rental.

The issue I have here is that once those funds are gone in a few years, we will then have to cover the entire cost myself (~3k) for an indefinite period of time.The other option is convert it to a rental. 

I believe you can convert your primary to a short term rental without an issue (but check with CPA).
