The previous owner tore down a wall between 2 bedrooms to make it one bigger bedroom.

There was feces on the carpet and wall.

Forming/ placing even a short wall is of course more expensive than a slab.  

psc=1The kitchen is going to be white, all of the hallway walls will be very light grey to add light to the room.

Is it still a complete and functional home if there's spray paint on the walls, a hole in the drywall upstairs, only one functional bathroom, and a cracked window in one of the bedrooms?

Explain that if this is due to cats spraying on walls and/or urinating on carpet repairs for this damage at move out will be charged to the tenant and may cost thousands as this often can involve removing carpet, padding, subfloor and drywall in the process. 

In one area it is bad enough that the wall move when you push on it.

It's a cleaner unit but it has electric wall heaters instead of a tradition furnace.  

When your back is against the wall, you will be surprise how quickly you will "figure" things out.

We've had places really wrecked by tenants painting without our permission (painted ceiling, walls, trim all mint green throughout whole house).
