It could even be that these people are essentially, "mystery shoppers" working for a fair housing/civil rights/tenant's rights outfit.You really need to figure out what your legal obligations are.

In terms of murder rate, again, I don't know what you're reading but Chicago's escalating murder rate is driving people out of the city in full force.
