Majority just were there by choice.... or they had some real mental issues.. and would rather live on the street than in a facility.I was just in France ( Paris) and you talk about homeless camps.. it makes our issues miniscule compared.. also Honolulu is over the top.in the old days if you could not afford to raise your kids they went to an orphanage or off to another relative..
