I do want to go ahead and refinance and pull that $100k plus to buy another piece of real estate and continue cash flowing for now.

It is pretty straight forward - I would provide the sourcing, the loan vehicle (it would be my primary mortgage loan), and the property management while my sibling would bring the downpayment.

I guess as long as population growth keeps ahead of it, you are fine.
