The other option that I've been consider is the HELOC for as much as possible much as you did however I am concerned that when I need it most (market tanking) that ability to take cash will diminish or rate increase.

if so then it could be justifiable. but if your upgrades are above what your area can support you might be pricing yourself out of your market. at some point you'll trigger the law of diminishing returns. only you can no where that line is based on research of your market.

In regards to a rent concession, it really depends on what your state law says AND how far you think the tenant will take things.In Oregon, residents can ask for concessions if they can prove $1 of diminished value.Good luck!
