We can pull those list based on, Owners who live in the property, absentee owners who live in the state, and absentee owners who live out of state.Then based on your budget you can male those owners directly, cross-reference them with white pages and call them directly, or you can walk up to doors knock and talk to people who live there or leave a sticky note in case they are not there.

This is a sticky issue but I have spent hours looking online and have found that (apparently) an ESA "certification" must be signed by a mental health professional IN THE STATE OF THE RENTAL PROPERTY.
