Over the years I shoveled the snow from his driveway & walkways & became one of the very few who had a key to his backyard & well stocked pool-side bar.

We literally shoveled it into boxes.

This space ONLY gets rented to the tenant that takes me up on my offer to cut the grass and shovel the snow.

So the tenants had better cut the grass and shovel the snow or else risk getting reported and the (expensive) fines that go with that.Report the neighbors to local code enforcement - that's their job.

My parents ran a very profitable rental business for over 40 years,, they were meat and potato style apartments that were always full, they did all their own work, mowing, shoveling, painting, court filing, rent collecting and bookkeeping..

You could also get shovel-ready plans and sell too. 

You're going to mow the lawn and shovel the walks.

It's about 20 minutes of work to shovel it off.This guy just doesn't get it.
