I think he likley always had the money, he just prioritized other debts ahead of mine. 

I have talked with Building and Safety already to see about permits.  

And don’t worry about the flares, they are a safety mechanism.

Would anyone recommend keeping my personal umbrella as another layer of safety?

It is a safety hazard to have too many people in a property.

First priority is safety and if you are honest with the inspector, they will help you.

Usually it revolves around life-safety features like smoke detectors, egress, etc, but depending on the locale can include that it’s reasonably clean, no broken windows, etc.

The hard money/private lender will want to see that your buying the property at a discount to ensure safety on his end and the less the discount the more money he will want you to put down.

That said, safety of your tenants should be of your utmost concern.

However @George Skidis mentioned last night to me about making things like this a fee in his business operations, for certain "great" reasons that are fuzzy to me right now; something to the affect that fees come before rent in prioritizing payments.
