I am at a point where I need additional cash (10K) to complete the remaining work which includes replacing some windows, painting inside and out and doing some landscaping work - throwing down some crushed rock on an unfinished driveway. 

It is also good to ask the HOA how they handle big ticket items (roof, etc...) sometimes they will charge an additional amount for replacing these.Maintenance will generally be less since you don't have to worry about the exterior (usually) and any landscaping.

My question is how much renter equity is placed in landscaping?

It's also, not an excuse, typical for information to not get relayed from a vendor/landscaper, to the PM, to you when it comes to misc things like bike laying in lawn.

I am now considering whether I should the finish the vision I have started for the exterior landscaping  or rent it out now.

I paid around the same fee I think it was less then $200 to setup an LLC for my landscaping company years ago.

Landscape yard, rehab kitchen and bath in 1 bedroom side.

Is it deteriorating, neighbors have piles of trash or stuff outside their houses, broken collection of vehicles in the yard or kept yards, gardens, landscaping of some sort? 

Landscaping done in 2018, and patio doors replacement planned in 2019.
