I'd write the HOA and ask if they'll at least split the bill with you considering the circumstances and the fact that the repair that would be their responsibility is actually fixed. 

I recently noticed two small multifamily properties in my neighborhood that look neglected.

But you will get a used house, possibly painted in an unusual style or smelling of neglected pets, and a lien.

But there could always be specific circumstances where a shorter (or longer) hold period are appropriate.In your case an unsolicited offer to buy at an advantageous price would certainly provide a great defense if ever questioned. 

Landlords who maximize profit by neglecting maintenance find issue with them.  

However, even then there are still people who do have circumstances where they may be motivated enough to do a terms deal.

Whether the parties agree to conduct a transaction by electronic means is determined from the context and surrounding circumstances, including the parties' conduct. 

My assumption is that they would be the same unless there were extenuating circumstances.

If you don't want a tenant with credit under a 650, then don't rent to anyone, under any circumstances, with credit under 650.
