You will occasionally get bad actors, it's best to head those off and eliminate them as quickly as possible.

And I'm also sure there are positive and negative actors on all sides.

The art is to eliminate the eye candy and keep the minimum functionality

Don't limit yourself to Section 8 tenants.You have to screen all tenants to a high standard to avoid the bad actors.

There are bad actors within the HML world and it isnt for everybody.
