Yes rental properties gave to be compliant and get Certificate of Occupancy, but as far as the Housing Choice Voucher program ,you say you are hour facility has not been qualified but what if they tell you the process starts by you signing their moving papers, it doesn't matter about prior participation.

Good schools, shopping etc are all close by.Ideally I'd like to use hard wood base trim at $1-2' cost from a supplier out of the area, the casing of course would be more, Masonite doors $70-80 ea, Schlage Door knobs, LP Smart Siding, basic roofing materials unless I could snag a good deal on class IV shingles - 5" concrete for the slab, Basic Vinyl windows.

We bought it and I spent the next 4 months working on a complete gut renovation of the house, living in a tent out back, begging friends and family to help hang drywall, pull nails from the oak flooring we salvaged from another local home days before it was demolished, or carry in the concrete counters we made out in the driveway.

Sometimes, something like a hairline crack in concrete or masonry may be a simple fix with very little cost, but some of the other issues you're listing can easily run into several thousand dollars and will really eat into (or wipe out) your profits.
