Thermostats get the ecobee way more settings easier to use and you can adjust the the temp range so it will only turn on every 1.5 temp vs .5 to save power and life of unit.Camera system if just retrofitting a ring flood light can should work well.

Depending on the type of work to be performed ask your contractor if they are willing to let an employee that moonlight your project after hours or on the weekend that could get to it sooner.Depending on your market and work to be performed there is service called tradesman international it is essentially a temp agency for skilled trades people.

I assume the window sill mildew is a result of cold outdoor temps, maybe not great wall insulation, keeping the heat turned down when they were away building their house and/ or not venting the bathroom during showers.

In my personal opinion I do not believe that someone would cut costs and want to rehab this place to bandaid the problem of leaks on the took which goes down into the walls and light fixtures, plus an unfished bathroom-like area that's exposed sewer drain and plumbing, someone couldn't just temp fix it to make it livable because I believe its unsafe the air quality is bad when the furnace kicks on it sets off smoke alarms so they leave it off.....

TPR valves are a failsafe in the event of excess temp or pressure within the tank, and if they’re dripping then you have an issue.
