If all else fails, i'd look at the local laws to see what type of escalation is possible and have them take it from there.It's unfortunate for your tenant to be going through this but ultimately the situation seems to be out of your control considering you've already sought out a resolution on their behalf.

I lend money privately and would never consider this as it is dependent on things out of my control (permits, neighbors, you being a good host, rental demand etc) I sell a ton of STR that are in actual resort communities and have great amenities and they are all  competing for the same guests, I can't imagine that there is a need/demand for this type of unit.

There's a real good chance that the lease requires them to do several things: upkeep on the unit is a big one (damage to property), weeds outside and landscaping (which encourage pests and insects to inhabit the property), pets authorized or not, additional tenants on the property that are not on the lease.

More people probably looking in the cheaper/median priced areas as well with inflation kind of hitting peoples wallets more the last year or two.I think updating the units and being more aggressive on price is really all you can do since we obviously aren't in control of the economic factors.
