You could also look at more tertiary markets like Akron, Dayton, and Toledo if you want more cashflow 

I would recommend being in areas on the West Side of Cleveland like West Blvd, Cudell, Old Brooklyn, Clark Fulton, Edgewater, Jefferson, and Brooklyn Centre.
