In essence, there are two tiers of an entitlement and that entitlement is merely an insurance from the VA to any lender that they are guaranteed against 25% of the loan value.

Firstly, you haven't provided nearly enough information for anyone to offer an informed response...I think BP'ers just want to see their post count rise sometimes...Anyway, CAP is merely an imaginary return that folks are willing to settle for...and it's pointless to use when valuing a 3-unit residential property....it has zero impact on value or what you should pay for this property. 

The legislature does not want to own public housing; it just merely wants to CONTROL all the housing privately owned and managed by hard-working landlords "in the trenches" like myself.  

But the homes are merely a conduit to getting lot rent.

The rules are merely guidance that worked some one years ago. 

But in 1993, I bought a duplex, ARV of $350K, in foreclosure for $200K, putting a mere $20K down, and cash flowed from day 1.I looked at creative investing techniques starting from Carleton sheets some 30 years ago, but almost all investors putting 100% down like my MIL, not one have lost their shirts, and these people don't need creative techniques.
