The critical element is that you must have the intent to hold the properties for rental, investment or business use.

Will BRRR still work well in this markets, or is it necessary to have the appreciation element for this strategy to work well to build a portfolio?

If they are paying more, they are probably looking for a better/cheaper place while renting from you.How upset will you be when they do not treat these expensive elements in your rental with the tlc like you would in your own home?
