The "problem" we're having is when a tenant moves out, we have to go to the electric and water company and reconnect services which can take 3-5 business days after processing, which delays repairs.

@Katrina Dela Victoria - The city actually responds surprisingly quickly, I think you can expect a response between 7-10 business days.

Both offered $35k to $50k, roughly 12% interest (not terrible for an unsecured loan), no other fees at all, 2 business days funding. 

Title companies are closed over the weekend and it's customary to have 2-3 business days after contract acceptance to deliver the EM.

Now granted I believe in Quality over Quantity and I believe in Spending $1,000 in every house weather I’m going to buy it or not in due diligence and I might be a little old fashioned but I can safely fund a deal in 5 business days with a profession team in place...

I would also demand they respond within two business days.

If they haven't, then as a courtesy we'll keep the utilities on for two business days after the lease signing.

You could add a clause to the effect of "Both parties agree these terms will be transferred to a formal contract for purchase and sale by a realtor/attorney/title agent within three business days".
