I'd try to treat them with respect when it comes to ending of lease/rent increase, make your offer, see how they react.

With respect to USAA, they're great at a lot of things, but you're absolutely right as far as them being a little slow on the uptake.  

He is well respected around this joint so you could definitely do a lot worse.I have not used this company just sharing impressions from my research.
