It is ok, but not outstanding.  

The public records will show the total amount of the loan, but not the outstanding balance so they won't know if you are leveraged or not.

I would also suggest checking out lenders in neighboring markets (to be honest, many lenders nationwide, so a Dallas based lender should be able to lend in your local market) as well. 

You should file to get a judgement for the unpaid rent and other outstanding bills (if Rent is not paid, I assume water is not paid).

This has been common throughout many major MSA’s nationwide.

I am looking for any advice on an outstanding property management company to speak with in this area, and would greatly appreciate any help that you can be to me!

Like Stuart pointed out, you want someone to partner with or work for that will turn into a mentor, not someone that is "mentoring" nationwide because they had a hit TV show.
