I think the terminology you are giving me will help a lot in my conversations with the city and county officials.

As of April 10, I will officially be a single mama to 3 sons, which has kicked my excuses to the curb because I refuse to be a statistic.

I see a lot of references to property ratings using A,B,C,D ratings.Is there an official rating system to specify the qualifications between them?

I'm definitely not against it and there are projects I start the remodeling on a property before official ownership been convey. 

I do not believe that seller has given official notice to tenants.

Me and my wife are official "newbies" to real estate investing.

Working with town officials...especially when they find out after the fact...can be very difficult and doesnt help build long term relationships with people that could make your life hell.More importantly, I'd be worried about the personal and legal ramifications of...say a fire breaks out in a non-approved unit.
