@David Dachtera  you need to bone up on Tax lien investing.. overbid is a very common practice in almost all jurisdictions.. maybe not there in the peoples republic of Chicago and maybe the overbid goes to the aldermans Christmas fund..But overbidding is alive and well in most markets.
