This section shall not be construed to prohibit a city, county, city and county, or other local public entity from adopting an ordinance or regulation relating to fire and life protection requirements within a single-family residence that contains a junior accessory dwelling unit so long as the ordinance or regulation applies uniformly to all single-family residences within the zone regardless of whether the single-family residence includes a junior accessory dwelling unit or not.

Again there are exceptions, but I would say the HOA neighborhoods seem to be cleaner, neater, more uniform, more organized. 

Those issues are uniformly a result of improper installation and/or maintenance.

But yes, other states have a more uniform tax code.

When dealing with class C properties I have found over time that you want to control your fate and place your own tenants because the criteria people use to place tenants are not uniform and if you end up with a dud tenant the cost of getting them out plus turning the unit turnover will be a lot higher than experiencing a short term vacancy until you get the units filled with your tenants. 

Begin with the Uniform Commercial Code, there are other federal laws in finance and banking define points and fees.

The biggest headache is not getting a uniformed answer about particulars such as hot tub, pool placements.
