I would visit the township office in the area you planing your subdivvision and determine their requirements.

From the seller, at least, will be Fedex as you need originals.

Keep in mind in the Mid went rental markets many of your tenants will be born live and die in a 10 mile radius and maybe never been on a plane and maybe only once got to Disney world  !! 

I usually get the documents emailed, print out, sign with notary, and FedEx them back same day.

Any easy tuck-point job would repair that unless the wall is moving outward/inward from the vertical plane.
