Does anyone have a Painter they would recommend in the Jacksonville, FL area?

Agreed, especially for just paint as any established painter will have trade accounts set up.

My contacts range from electricians, plumbers, carpenters, HVAC, drywall, mud and painters.

In defense of the prior painter, the University of Florida's colors are....Needs paint, but looks pretty good. 

We are looking to expand our network and are in need of painters and handymen. 

Once you start removing walls and drywall/plaster, you’re dealing with electricians, plumbers, carpenters, drywall, painters, etc etc etc. some people dive right in... but there’s way more opportunity for issues overruns and who knows what else.

Then, head to the hardware store and lay in a supply of plastic drop cloths and blue painter’s tape.

With my painter i'd be paying half that despite California labor costs.

Always be honest and don't deceive, otherwise you will train them to do it to you (and some tenants are pretty good at doing that to you anyway).I can answer to PM, to owner, to landlord, to maintenance guy, to painter - I (and my partner) serve all of those roles from time to time.
