In places with electric baseboard heat, we provide programmable thermostats (some of which we can monitor remotely - rooms) and control physical access to thermostats in common areas.On the lease side of things, we make it clear that if utilities are abused (which normally means heat), we will provide them with one warning prior to assessing a surcharge.Similarly, in our apartment buildings with central heating plants, if we see windows open during heating season, we provide a warning and, on subsequent offences, assess a heating surcharge to the tenant.

We went by and looked at it again and i could see that on the side shared with this neighbor it's about 30 feet of fence along the line, the front end looks fine, but you can see as it goes to the back of the yard it could be going into their yard by the end of the fence by maybe a foot or 2.

To deny a new, well constructed and beautiful wood fence when the vast majority of fences in this neighborhood are dilapidated, again, makes no sense.As you can probably tell, this is very frustrating for me.

Also, don't forget to discuss the type of fence if they put in the cheapest fence it will end up costing you money in the long run.
