jon is right...the min measurements are for a fireman to be able to enter and exit. when you cut the concrete, you have to use a lentil or a header on top. also, tie the storm drain pipe to the weeping tile around the house. then fill with 3/4" gravel. bolt the well to the house with anchors. fiberglass wells or galvanized are the two options. then needs a cover.i quoted it for my house... it would cost between $1500 and $3500, depending on the style/size, etc..

The cost of doing so most likely will not be worth it, but an opening can be accomplished much easier using headers sized properly. headers can also be designed too suspend a ceiling but not if you have a second floor unless there is another wall directly above your opening.
