I have personal family experience with this sort of hoarding behavior and I can assure you, the underlying disease (perhaps in this case obsessive compulsive disorder or schizophrenia-related mental illness) is devastating as you probably can guess. 

Is the area just working class with common working class issues like occasional drunk and disorderly and maybe domestic violence calls or is it a warzone with shootings, muggings, and burglaries especially of more expensive places near the neighborhood? 

There appears to also be a slight (or starting) mental disorder in play, I suspect.

That is something you have a choice over in your life.A positive way is exercising, having healthy hobbies etc.Destructive is addictive type problems like over eating, drinking, smoking, social disorders, doing drugs, compulsive gambling, infidelity etc.

Anyways if it's just between the Tenant and Me, I can take the pain but my latest drama filled episode has now drawn the attention of the Condo Association.My Tenant decided to go knock on the neighbors door, what followed is a grey area but the neighbor called the police got all freaked out my tenant gets arrested for disorderly conduct.

I'm not a psychologist and can't help a person with a hoarding disorder, but I would try to protect my property from further damage if I could do that by offering the person an easy out. 

The people dealing with this disorder is unimaginable for me.

For US based students, I still do a background check to make sure there's no big history of drugs or disorderly conduct/violence.
