Maybe swing by the property and cruise the adjacent blocks a couple times after the streetlights are on and see how you feel.

Easy to solve: either add a programmable t-stat, or you can add a vent-less gas wall heater to bring the temp up quickly and cheaply, then let the electric take over on "cruise control". 

Or do you arrangements with tow companies allowing them to cruise through your properties and tow any car that doesn't have the right kind of sticker?
