It's not phrased as an obligation of tenants to provide quiet enjoyment to one another. 

I think you used the right phrase, "Ability to Buy".

Looks like you've hit a hiccup with your lease agreement and a tenant who's found a loophole.The key is that technicalities matter, and while the phrase "paid before move-in" seems straightforward, it can be interpreted differently.

Deposits have the expectation of the money being returned if parameters are met, and you could well get challenged on this by a tenant if your lease is phrasing it as a deposit as opposed to a fee. 

You may hear folks also say the phrase “no landing,” referring to the Federal Reserve being able to avoid a recession but inflation remains.

I think it was the first time I heard the phrase, "mailbox money".   

"If it doesn't make money, it doesn't make sense" is a phrase I've learned and have stuck to.
