You are basically describing turn key providers.They buy distressed properties, rehab them, get them stable with tenants and then sell to investors.

My experience tells me that if I have to ask then the answer is rarely yes however, I haven't found many prospects with good credit and stable income.

@Brian Ploszay is right - Central IL isn't the most stable right now so the HUD is important.
