When a PE signs and seals a set of plans, he is swearing and affirming they were prepared under his direct supervision, so you'll be hard pressed to find one to do otherwise.If I'm not mistaken, you are trying to use one set of MEP contractors (ie cheaper) to do the work, and another set (or free lance CAD guy) to prepare just the drawings and have a Master Tradesman sign his work.

If you could afford it, you could pay off the loan out your own funds or sell the property (1031 into something else for 5 more years).You'll be VERY VERY VERY hard pressed to find long term fixed debt with investment property loans.
