If you are doing it just to buy something my answer would be no, but if there is a specific deal that you underwrote that looks like a great deal then yes.Henry asked and brought up great points as well.

You are right about the risk that comes with the holding period but in my opinion sometimes you have to take the risk and make sure the profit that you generate is higher than the costs that you paid by holding the deal for a specific amount of time.

The enforcing agency certainly cannot take action against an unpermitted unit without citing a specific health and safety issue to address.
