Unfortunately Title IV was only implemented in June of this year and still has a legal cloud hanging over it with the states trying to protect their turf.  

I thought I had a title company to work with that was auction friendly but it turns out they don't like to deal with tax foreclosures and won't work with us on properties that aren't occupied to remove any clouds from the title.

Find some local Computer Science students to write you up a good cloud based app and sell as SAS.  

If it is not being moved on it is usually 2 general reasons.1. clouded title IE.

@Julie - When I think of insurance for a blank piece of land - I am thinking of liability - certainly there is nothing on the property to insure directly - but liability insurance may keep the occasional ambulance chaser from suing you if they are crossing your field and hurt themselves somehow.
