I would call your local sherrif or PD, and ask them what your rights are as a property owner for an abandoned car... get that info... then you can maybe ask about the foreclosure angle... or ask the county office who handles foreclosures.

Redevelopment is complicated, engage a broker who has experience with such projects and who can cast the net far and wide.

You may not be able to find your best buy and hold here right out the gate but if you take on a few different angles in real estate, maybe wholesaling and flipping, you will build the bank account and then most likely come across an off market multi family and have your buy and hold.
