It will take the roofers maybe an extra hour of time and $150 in parts to do now, and you will know that the new shingles are sealed correctly around the new vents. 

Kilz will seal all of the surfaces you paint.

In addition, there was a hamster/rodent box in the garage (We have a no animal/pet clause), she had sealed up the vent opening under the side garage door that is there to prevent carbon monoxide poisoning from the gas water heater/gas heater/blower and the gas dryer that all reside in the garage and the last thing is she had put cardboard covering in the garage door windows and the side garage window to the block sun from coming in.I am told the gentleman that is staying in the garage is the boyfriend of one of the daughters that is a tenant.

I'm not sure what the basement looks like now but if you strip it down to bare concrete you can do your best to seal it that way.

This can be small stuff like door weatherstrip seals, dual flush toilets, etc.

Does anyone have a recommendation for a contractor to do blown-in attic insulation and/or attic sealing in Dallas?

I think there is a fixture in the unit bathroom that is not sealed properly and leaks when the owner is using it.

For new construction single family (where original house needs to be torn down) how fast can I expect Architect to have over sealed plans for building Dept submission?
