If a developer generally has to put everything in a nice little bow then they might see it as they will wait until finished and TEST the market ESPECIALLY if offer was lower.There are different points of value for STNL such as the raw land phase, the entitlement phase, the construction phase, and the opening for business or operational phase where actual cash flow is coming in.
