@Logan M. and others:something else I've been mulling... if you have septic for sewer, why not bill tenants a flat rate?

Maybe you can find a flat piece of land and develop a truck and recreational lot for the HOA communities that don’t allow 18 wheelers or RVs to be parked within the community.

As for flat percentage: I am not a big fan of that, personally.  

Underestimating costs, excessive leverage, neglecting to perform due diligence, and unforeseen repairs or vacancies are typical problems.

Rent's can remain flat and you can still bring in more money!

Then they continue to just flat rate charge us a fee for the water which for a typical residence 3/2 house is about $1400 per year for all the water you can use.
