Even if one thinks market values will continue to increase over the next few years (I have my doubts), I would not invest in finishing a basement. 

And who knows what is in store with the jobs market.It also depends upon the election and what policies are implemented.I am hoping prices continue to drop in multifamily, and we see a pick up in activity.

That is really what I am leaning towards doing, I just feel like I am struggling to find cash flow in the few markets I am considering.  

Any raise in rent will be a struggle for them and the higher the raise the more likely they are to move out.
