The main reason is that it will not cash flow/be inhabitable till those repairs are in.

Also, why should I not hold you to the same standard as your civilian counterpart?

They could purposefully make it inhabitable by damaging something to cause a flood or something similar.

what section 8 is looking for if there's specific requirements for properties other than to be inhabitable of course.

If every 3rd generation US citizen (my grandfather was a WWI vet) would leave the country everytime the government does something they disagree with, or an election comes out against their voting record, then I am curious how many people would be inhabiting this country?

Most of these HOA's foreclose out of spite, if they don't like the inhabitant.

The bread and butter in the current market is the civilian first time homebuyer with 5% to 10% down. 

There are great deals to be had here, I would label the competition as fair (not a ton of buy and hold investors but they are certainly here, recently more flippers looking for deals), the appreciation and volatility of the market is pretty flat, high military presence and a very high demand for rentals from military and civilian renters.
