Both options are going to require notice to surrounding property owners, and public comment at zoning compliance meetings and/or city council meetings. 

But it is not a dream, it is a very real bill the Baltimore city council has proposed.

Another problem with Austin is whatever rules anywhere else has, you can bet Austin also wants to have that rule and the city council will even want to go a step further.  

I guess the confusion is that some sites make it seem like no special zoning is required while others say R-8 cannot be used as multifamily without a city council ordinance. 

As a housing provider,  you must be proactive in getting the needed help and staying engaged with your City Council is essential.  

One thing about Seattle that you may know is that the city council is trying to control the rental market by putting in new regulations every other month.  

Some city council people are more interested in adding density and will up zone and some and not fans of it.

The City Council approved a maximum accessory dwelling unit size of 500 square feet, requiring that the square footage of the unit be applied to the property’s floor-to-area ratio, mandating a 5-foot setback from the back and side for detached units, implementing a covenant that requires the owner of the property to live in either the main house or granny flat and establishing no short-term rentals that are 30 days or less."

I hope Brunswick booms in the near future because the idiots on the town council were almost happy when the base left and that was a huge economic disaster.
